Is there a way to get partial points in SPD? I have two players in my game with SPD drains and I want to have some of my bad guys with SPDs like 5.5 so that the drains don't immediately affect them. If there isn't, is it possible to add this into a future release?

There is no such thing, according to the rules of the system.
The whole concept of "partial points" comes from the bit where your base SPD is calculated to one decimal point from your DEX....allowing you to purchase that first point for a "discount". This is a concept which has basically been 'grandfathered' into the system....it's always been there, and so it remains.
There is no mechanism by which you purchase a "half point" of SPD, because there is no such thing as a "half point" of SPD, according to the rules.
Now, that said, you can always come up with a custom Modifier or Custom Adder when purchasing SPD as a Power....For example:
+1 SPD (does not add to totals), Custom Adder (-3 points for .7 actual SPD).
How you do it is up to you, in the end, since you're basically creating a new rule.

You'd have to check with Steve on this, but I'm not sure, based on his rulings, if it is legal to purchase partial speed.

Buy some Power Defense, only for SPD drains, with 1 or 2 charges. That will accomplish the same effect and be considered "legal."

Yeah, I was pretty sure that it wasn't legal, but I was not prepared to make a definitive statement on that. And since Dan's post had not appeared when I posted my response, I took a more conservative route. It looks like Dan and I basically posted at the same time, so please don't take my post as a questioning on his. He and Steve have been over SPD purchasing in detail more than once, if I remember correctly.
