Absorption and Stun-Only

Please help me to understand, if Ion-Man were attacked by a lightning bolt, he could use his absorption to channel some of the energy of that attack into his own lightning bolts. Yet, if attacked with an electrical 'taser' which did 'stun only' the absorption has no effect at all.

Is that right?

That's correct; under the default rules an attack has to do BODY for a character to Absorb from it. See the Rules FAQ (or 5ER, when available) for optional rules for Absorbing from STUN-only attacks.
