Question about some changes

It is my understanding that physical manifestation will be changing so that it is only for constant powers (Makes sense 95% of the time).

My question is about when the power is instant but the Physical Manifestation would remain for one reason or another, will this be counted as a psudo-Constant power (maybe requiring an only to activate lim or something...)

An Example

A character has a "PSI-SABER" built as follows (not looking up lim valuses)

2d6 HKA; extra time: Full Turn only to activate, Physical Manifestation

After the Psi Saber is formed (spending the extra time) it suffers from Physical Manifestation (can be destroyed,etc) if it is destroyed the character must re form the blade...

There is no change; it's always been that way -- it doesn't make any sense as a Limitation for Instant Powers. The examples given in its description, and of its use in the USPD, are all Constant Powers. Whether the GM chooses to allow it for other abilities he regards as "pseudo-Constant" is up to him.
