Are the Mental Powers Limitation Stops Working If Mentalist Is Stunned/Knocked Out and the standard Limitation Always On mutually exclusive? Thanks! :)

I won’t say “never,” just because the imaginations of Hero gamers seem to be boundless, but until someone presents me with an idea that seems to justify the two, I’ll go with the almost as strong, “virtually always, if not always.” ;) IOW, presume "never" until convinced otherwise.
