Arc of Perception vs. Flash

Let's say a character having an Increased Arc of Perception (360) is Flashed while facing the character doing the Flashing (no, I don't mean trenchcoats). ;)

Does he retain the ability to perceive in the arcs not facing the source of the flash?<BR><BR>
