Where is Damage Shield?

Hello, I was just using my Hero Designer to make up a character and I couldn't find Damage Shield. Was this forgotten or is it somewhere else?

Damage shield is only available for Powers which are inherently Constant or which have been purchased with the Continuous Advantage.
