Because you are looping through each item purchased on the Martial Arts tab during the <!--MARTIAL_ARTS--< container. Each time you go through that loop, HD is inserting a <!--MANEUVERS--> container. Then it is going through each item on the martial arts tab again for each <!--MANEUVERS--> container that it finds.
