EC Question

Does the limit on End using powers in a EC include powers with charges (I'm away from my book right now)

In otherwords does Charge use count as end use?

If the power normally costs END, you could place it in an EC slot with Charges. If it does not inherently cost END, taking Charges for it does not make it eligible to be in an EC.
