View Full Version : How would you build this wind-based power?

Hey all,

Background: I'm experimenting with building a multipower for a wind-based energy projector (named Hurricane) and I'm trying to come up with interesting powers that might have unique applications. How would you build the following, keeping in mind that the campaign has a 80AP limit and that the multipower is thus built on a 80 point reserve?

Power: a wind so loud that it interferes with verbal communications within a given area, even if these people are trying to speak with people who aren't present-through electronic means (radio, tv, etc).

Those wouldn't work.

Darkness versus Hearing would make the people affected not be able to hear, but anyone outside the effect of the Darkness would be able to hear. Same with change environment.

I'd build it as Images to Hearing Group, with a +20 to PER roll. Then EVERYONE can hear it, and if a character is on a radio, then the other end of the radio will only hear the wind.

Darkness versus Sight: You can't see anything in the area from outside the area, if you're inside, you can't see anything at all.

Now. Replace 'Sight' with Hearing and 'see' with hear.

I was misconceiving the nature of Mind Link as a radio and special effect. My previous post is wrong.

Thanks to you all for the help. Darkness seems like the way to go for this character. So, if I'm reading it correctly, I could build it as:
I can't hear a thing: darkness to hearing group; 10"; special effect: Hurricane summons a wind so noisy that no verbal communication can be heard from within the area of effect. ranged (+1/2); cost: 75 points

Darkness to sound, x" radius or Change environment: -5 to hearing perception rolls, x" radius.
I think the Change Environment is the best.

OK, so if I use change environment, this would be the build I'd choose:
"I...can't...hear...you!" Change environment: -7 perception to hearing group; 8" radius, personal immunity (+1/4) 51AP

Does that sound about right?

For -7 the cost is 47 not 51. 20 for 8" r and 18 for -7 [first -1 is free] for a total of 38 and then personal immunity +1/4 for a total of 47.

Of course I would only go -5 here. -7 seems to excessive and requires a 4- roll for most people to hear anything.

Thanks. I agree that it seems a little high, but we're dealing with characters (and, presumably, villains) built on 750 points, so that explains my...caution.
