Power Frameworks

Am I a moron or something? I can't locate Power Frameworks anywhere in the HERO Designer tool.

According to the PDF file it should be under the Powers Tab under Power Frameworks. But I don't see it ...

Top left corner of the screen where your selected powers would be displayed. There are three drop down lists: Power Frameworks, Edit, List.
