Extra Dimensional Movement

Is Extra Dimensionaly Movement inherently Constant, or is it an Instant Power?

On the summary table of the Powers in FREd (pg 87), it's listed as an Instant Power.

However, under the Power's main description (pg 111), it's listed as Constant.

I checked the Errata and didn't see anything on this....
