I've been interested in running a PBEM game for some time now. I've decided that I wanted it set in the mainstream Champs Universe for ease of reference. Since Millennium City has seems so overdone, I've decided to set it in the mysterious Vibora Bay. From p. 15 of the sourcebook:
...several strange crimefighters were attracted to the Queen City by its tolerant attitude...and perhaps other forces of which they were unaware. One by one they met, and eventually they banded together in a group they called "the Outcasts" - a name taken from their feelings of isolation and rejection, since in the eyes of many they were freaks and monsters."
The campaign will be hosted on Hero Central. Characters should be 200+150 Disads. with Standard Superheroic Character Ability Guidelines from p. 15 of FRed. If someone wishes to play a 'one trick pony', I may allow higher DC with a REALLY good write-up. All characters should have a reason, either real or imagined, to consider themselves an Outcast. Please submit a background prior to providing statistics. I am hoping for players that can post at least twice a week. Feel free to contact me with any questions.

Sky's the limit as far as character options. I'd prefer if you'd use Champions Universe cannon for any unique background stuff. If your plan to play a fugitive agent from a criminal organization, I'd prefer the organization to be VIPER or ARGENT as opposed to a homebrewed outfit.
As far as exclusions:
1) ABSOLUTELY NO FANTASY CHARACTERS IN THE MODERN WORLD
2) No published characters. Homages are fine. Harry Potter, boy wizard with lightning bolt scar ain't gonna fly. Perry Hotter, innate wild mystic seeking insight and control over his ability to channel various deceased mystics probably will.
3) No Vamps or Werewolves without a write-up that absolutely floors me.
All-in-all, I'd like to see original characters with the potential for a bit of angst and melodrama; and some cool heroics, hopefully leading to a Defenders-esque groove.
I'd like to start posting around the first week of April if there is enough interest. I'll set a deadline as events merit.
P.S. If you haven't guessed by my posts, I consider myself more of a role player than a tactician. I'm not planning on using maps. Wargamers need not apply.

Many have wondered whether Eos, the Defender of the Light, is one man or many. His appearance is a constant, as is his fighting style, yet he never seems to recognize those he has faced before, whether friend or foe.
In truth, the anser to the question "Is Eos one being or many?" is Yes. Eos is a divine being, although not of the pantheon many would assume (his actual origins are lost in the mists of time)... but he is reborn anew each and every sunrise. For he is the Dawn, the new light and life of each day.
Why does a God dwell in Vibora? He has no other choice. This city is his home, his domicile since before mortal memory, history, or even legend. He cannot leave, for deep beneath the city, hidden from himself as well as his enemies, is his last temple. The last place from which he can draw strength... or grant it.
In the past month something has changed his life. A worshipper of his, a young boy who did truly believe in the greatness of the hero, befriended Eos. On several different days. The child intuitively grasped at the nature of Eos' "condition", and volunteered to act as his 'memory' and sidekick.
Eric has managed to trim the argument time down to five seconds with a carefully worded phrase, so he no longer gets told "I've never met you before, and besides, you're just a child' every... single... day.
Appearance:
Eos is a towering giant of a god. This has diminished somewhat since his glory days, and he now stands at a 'mere' 6'6". He has divine good looks (literally), and is, strangely enough, built like a statue of a Greek God (but with more clothes).
Personality:
Eos is inherently heroic. He is somewhat easily lead, as he cannot learn from experience, but his sense of right and wrong and his judgement of character are enough to make up for this. He is protective of children, especially, as they are the "Dawn" of Man.
Eos tends to think in terms of more... old fashioned... morality. He does tend to be merciful, just not... modern.
Powers:
Eos is an immortal, with his life tied to the existence of his last Temple. As long as it is intact, if slain he will simply reconstitute himself at dawn. During daylight hours he also rapidly heals damage dealt to him, empowered by the light he brought.
As a god, albeit a somewhat drained one, Eos can speak directly in the heart and mind of his worshipper (Eric), can heal the faithful (Eric), empower the faithful (Eric), enable the faithful to speak in tongues (still Eric)... in short, he grants a fairly diverse power set to his sidekick/worshipper/portable memory.
Eos, personally, is the Champion of the Dawn. As such, not only is he physically superior (as befits a God), but create either a weapon out of, or emit blasts of, an energy akin to sunlight, but more focused, powerful, and mystical.

People forget that the swamp is a complex organism, add an intense mystical presence to that complex organism and anything is possible.
The swamp had been quietly going about its business for thousands of years before those first people came. Seminole shamans who sensed the beating heart of the swamp would come and make offerings to it and sing and dance to honor the swamp's power and majesty. One group of shamans was dancing and singing in the swamp when the bronze men came and killed them with their thunder weapons. They called themselves Conquistadores and had no regard for the swamp, until it began to claim the lives of these brave, if savage invaders from afar. The swamp was ancient when these spaniards began to colonize the edges of the bay and it resisted in its own way, disease and infestation. Ultimately civilization would come to be a part of the swamp, but the swamp is patient and has a long memory.
In the nineteen-forties a company named Modern Medical received permission from the city government to dispose of biological waste in the swamp, beyond the city limits. The swamp had been breaking down biological matter into complex gasses for millenia and seemed to the city elders to be a fine solution for the company's needs. In the late seventies and early eighties, Modern Medical was acquired by Dutchess Indusries and at that point, more than biological waste began to be dumped into the swamp. This was when the swamp began to change and a young man in a green army jacket began to visit regularly.
Jackson Duvall had been the kind of collegiate athelete who had never been satisfied with taking the "jockademics" college path of easy A's and wild parties. He had joined a fraternity, but spent most of his time in the dorms or out on the quad of Vibora Bay University. He was a typical chemistry major with a biology minor who happened to be an all-american running back. Jackson had always been told he would be a great football player, of course he would his father's retired jersey hung in the Hammerhead Hall of Fame and someday there might be two Duvall jerseys hanging there. The legendary Jasper Duvall may have been a hero on the field, but his son had hardly known him. The whole reason Jackson had gotten into football was to get more attention from his father and it worked to some degree. The summer after Jackson graduated High School he and his father had a major knockdown, drag-out knuckleduster in the backyard which only ended when Mrs. Duvall turned the garden hose on the two most important men in her life. The cause of the fight had been Jackson's choice of Universities. The elder Duvall wanted his son to go to a pro football farm league university, but Jackson had only applied at VBU and had signed with their athletic department without telling his father. His mother may have ended the fisticuffs, but the Jasper was still fuming when he went to bed that night as Jackson's mother tried to explain that her husband just wanted their son to have the chance to see more of the world than this snake infested, Florida bay. Jasper Duvall died unexpectedly in his sleep that night of an aneurism and at the funeral three days later, Jackson promised to fullfill his father's desire that his son see more of the world.
Jackson graduated college and went undrafted into the NFL. This was a huge disappointment to fans in sports bars and barbershops across Vibora Bay, but not in the Duvall home. Jackson had been recruited by another team, the US Environmental Protection Agency. He began working for the EPA and travelling the country, he felt good about his job and his future. After seven years with the EPA, he was assigned to check on a whistleblower's report in the swamps outside his hometown. It was great to see the Queen City again, even though he felt guilty at not having visited his mother more. After a night of southern cuisine and catching up with family and friends, Jackson packed up his gear into his government issue camper-covered pick-up and headed into the swamp. His mother didn't realize then that she had seen her son for the last time that night.
Jackson was equipped and provisioned to spend a week deep in the swamp. He had it all, the best scientific equipment, top-notch camping gear, a satellite phone in case of emergency and of course marshmallows. Jackson had eaten half a bag of them on the drive into the swamp and put them away for fear of getting sick on the tasty treats. On the third night Jackson had fallen asleep to the sounds of gentle rainfall, but was awoken by strange sounds like chanting and after gettng dressed and crawling out of the tent, he saw odd lights deeper in the swamp. He went to investigate and realized he had stumbled into some mystic rite of an occult group. He remembered reading a report in Time Magazine about a cult that was brainwashing runaways in the southern US, but this was more than Jackson had imagined. The obvious leader of this ritual was glowing with purple light and seemed to be levitating while the circle of cultists chanted. As the ceremony before him grew in inensity, so too did the rainfall. It was a now a fully formed thunderstorm and Jackson saw lightning flash across a pond from the cultists. As Jackson's vision cleared he saw a man in a green army jacket standing exactly where the lighting had struck, their eyes locked and Jackson felt the urge to run, but he fought it off and the mysterious stranger seemed pleased by Jackson's bravery. The next few moments were a blur as the stranger seemed to disappear and the cultists began to scream as if under attack. Jackson stumbled and fell into the swamp water, his skin was burning and he realized he had found the toxic dumping site the whistleblower had reported. The last thing he saw before losing consciousness was a blinding flash of light.
The swamp had chosen and the bay would be protected from those out to do it harm.
When Jackson awoke, he felt like he was afloat in a mossy pond and he was content for the first time since his early childhood. The sun was out and the swamp birds were calling. He made his way back to the campered truck all the while trying to clear his head and remember what had happened the night before. The storm had thrashed his camping gear as well as his scientific equipment and as he was cleaning up the mess he happened across the fragments of the truck's side mirror and almost lost his mind. The visage that looked back at him in the mirror was like nothing he had ever seen, a writhing mass of organic matter that almost defied description and was certainly not human. Jackson ran back into the swamp screaming and lashing out. Jackson's body was never found by investigators and his mother cried at his funeral. The man in the green army jacket watched and waited.
Recently in Vibora Bay a rumor has begun in the older neighborhoods of a swamp man who has been roaming the streets. Some describe it as a rocky mass or earth in the shape of a man while others say it more like a ghost of swamp gas, but all agree they are glad it showed up when it did.

Sorry to pick nits, but I'm pretty particular about mythologically based characters.
Just to play Devil's Advocate, don't you think the 'forget everything from day-to-day' might get old? What exactly makes this guy an outcast? Seems like he'd fit into any hero team with the exception of the forgetfulness. I do like the idea of a renegade sun god in Florida however. Care to rethink this one and resubmit?

Very good write up. My only concern is that The Swamp already has its own defender, The Skunk Ape (which I'm planning on using). I really don't want to have two sentient plant guys running around. What makes this guy different from that being?

The difference...This guy starts out being able to become swamp gas, mud, rock and water, but he'll will eventually be able to become any element, drawing on his chemistry and bio background with some training. Think metamorpho from JLA/Outsiders. I can give you a full write up if you'd like.

Seriously though, it's something new. Something unique. And with his "memory"/sidekick/worshipper telling him things... it's more a plot hook, less a crippler.
I wasn't happy with the outcast level meself, actually. Hmm. Ooh... I have something nasty...
Seemingly, he has done something truly nasty and horrific. Which, of course, he can't remember ever doing.
Did he do it? Who can tell?
This screws over public perception to NO end. (Hrm... tinker, tinker, rewrite time).

Billy the Kiwi.
From 1955 to 2002, Billy the Kiwi was a part of the "Walter Brothers" lineup of cartoon characters. The strange and wacky Kiwi was beloved by all and became a cultural icon.
That was until a cabal of evil scientists decided to attempt to take a fictional character and bring him into the real world. They chose Wilbur Wolf - a clever murderous wolf that hunted Billy and the other Kiwis... but never succeeded. They chose Wilbur because he was controllable - an incompetent killer is safer than a competent one.
From there, they would use the experiment to bring back the Wolfman, Dracula - monsters from which to terrorize the world and bring it to it's knees.
Funny they messed up on the timing and grabbed Billy instead.
Feeling rather disoriented and not entirely sure what was going on, Billy was still clever enough to figure out that the people with the shocking sticks weren't very nice - so he escaped from their clutches, left them in a portable hole (I wonder if they ever found their way out) and headed out.
He's been searching for a way home ever since.

No, but it will probably add to your enjoyment of it. If I say your going into Easton, I'm not going to go into a long diatribe about the neighborhood unless someone asks. I'm mainly setting it in VB for ease of reference for those who enjoy the setting.

Yes, submissions will be accepted until Friday, April 8th at Midnight, Central Standard Time. I hope to begin posting before then. So far, the Outcasts consist of Flux (metamorph), Enigma ('magic user', for lack of a better term) and Mayfly (Insectile Powers, sorta).

I have an idea for a character for Vibora Bay. He's not particularly an outcast, he's just the one who, when I was turning through a lot of character ideas, made me stop, because I wanted to play him.
His hero name is Doctor One, meaning one reality. His mundane/secret identity name is (provisionally anyway) August Candle. He's a magical champion of Earth, who inherited the title when the previous Doctor One got knocked off (or disabled in some absolute and magical way).
It's a Slayer deal, only the main qualification isn't being female but being the right kind of philosopher/mage, which he is. The previous Doctor One lived (quietly) in Vibora Bay (for good reason) which is why his chosen successor has come here, for the books, papers and other things (including enemies) he has inherited from his old teacher.
August wasn't already living in Vibora Bay as the chosen pupil and next Doctor One should have been, because he didn't want to hang around the old professor all the time. All you get as a designated successor Doctor One is endless instruction and no power to use it, till the time comes. Very frustrating, very dull.
August is an active guy, physical, venturesome guy. Also born wealthy, and he'd put off enjoying that for a long time, to be responsible, earn his degree, make his parents proud, impress his teacher ... He'd finished getting his academic qualifications and his basic - not advanced - "special" instructions. And he was stir-crazy. So he went off for a couple of months that turned into two years of skiing and mountain-climbing and playing the gallant hero to the limits of his powers and considerable capacity for fun, and while he was away irresponsibly having fun Something Terrible happened. (Definitely a justified guilt factor there.)
Doctor One is the anti-Neo. Instead of seeing through the falsity of ordinary life, and gaining power by rising above its rules, he sees the value and reality of ordinary life, and he fights to preserve a single world and time-line against anyone with powers and/or motives that would mess with the time-line or with basic existence. That would include wizards, demons, time-manipulators, gate-openers, and all kinds of weird stuff. He's also a sort of continuity cop, which is a conflict, because he is a very compassionate guy. He doesn't want to say "No you can't change the time-line so that your family didn't die." But he has to, it's his job.
His powers include Density Increase and Tunneling (he intensifies his physical reality so much he walks through substance as if through shadows and dreams), Desolidification that fails against magic (reducing his own physical reality, and that's not something he does gladly, but it's an emergency option), lots of Power Defence (very hard to transform or manipulate), and dimensional travel including tunnelling holes that can be used by others at least for a while. (Thus he can play the Doctor Strange dimensional team transport role, though acting as a backup brick rather than as a flying energy projector.) He also has budding powers of seeing through illusions and/or destroying them with a touch.
I'd like him to have a magical candle (on a brass candlestick) that's important to him, but I haven't thought of a way to justify it legally. I can "see" him very clearly, a dark figure holding up this lit candle, stepping forward "tunneling" into a wall, not into the next room but into some other weird Steve Ditko-style world, following I-know-not-what dark and weird trail, with his friends and allies about to go with him.
Maybe the candle is some kind of tracking/sense device? Would that be legal/acceptable? I don't need him to have the ability to move freely through dimensions, but I do need something that will let him follow trails - and find the way home.
Things for young Professor August Candle to do in Vibora Bay:
* Move into the late Professor Arne Saknussen's old mansion, and begin to explore it - and the strange caves below it - slowly and carefully.
* Earn the respect of the servant there, Spiros "shoulders" Arion. Or try to, after going missing having fun for years.
* Take up duties at the local university.
* Look for a potential successor. Carefully. Unfortunately, most people who learn that reality can be reduced to silly putty and manipulated don't think only in terms of how much fun it would be to defend and consolidate the single coherent reality of our Earth. Also, letting mankind know that reality can be watered down for your personal advantage is a Bad Idea, so discretion is mandatory.
* Try to prevent tragedies, especially on a large scale. They tempt people to mess with the time-line, to undo them.
* Look for people who might potentially have the power to mess with reality (like the other player characters) and try to see that they don't become so alienated/Outcast they will be tempted to do it.
* Adventure. He's suddenly powerful. And young enough to enjoy it. This is huge fun. Feeling guilty about having a huge appetite for adventure doesn't satisfy the appetite, it's still there.
* Meet hot chicks. (Ditto, more or less.)
* Try to find out what happened to Professor Arne Saknussen: where he went or who or what happened to him. Try to fix anything that can still be fixed. Also, try not to suffer the same thing.
* Make contacts and recruit possible allies. A wet-behind the years defender of the one reality is bound to be tested out.
Go, no-go, or change what?
Also, if I get a "go", I'll take all the help I can get with the numbers and putting together a character sheet in any required format.
I ordered Hero Designer months ago, and time has pretty much run out for it to appear at the game shop in time to help me. If I can get any kind of interim character sheet at all to work with till the darned thing arrives, I can crunch all the numbers required and present them as prettily as you want when it does.

Heh. Well, these two are the same motivations one of my write-ups for VB has. Though, I think you've done a much better background story (I'm horrible at making up background stories, in my opinion, though I do like them) as well as great ways to mesh with the campaign.
Also, if I get a "go", I'll take all the help I can get with the numbers and putting together a character sheet in any required format.
I ordered Hero Designer months ago, and time has pretty much run out for it to appear at the game shop in time to help me. If I can get any kind of interim character sheet at all to work with till the darned thing arrives, I can crunch all the numbers required and present them as prettily as you want when it does.
If you get the "go" (and I'll be rooting for you whether I do or not), I've got HD on my computer and will create him for you if you tell me what you want, and still need this done.

I've started to muck around with him in case he's approved and I need a sheet to play with in a hurry. So far:-
Doctor One, continuity guardian (August de Bars, university professor)
Characteristics: Strength 15 (5 points), Dexterity 20 (5 points), Constitution 20 (10 points), Body 15 (10 points), Intelligence 20 (10 points), Ego 18 (16 points), Presence 15 (5 points), Comeliness 20 (5 points), Physical defence 5 (2 points), Energy defence 5 (1 point), Speed 4 (10 points), Recovery 7 (0 points), Endurance 40 (0 points), Stun 33 (0 points).
Comment: Doctor One is a very impressive guy, but not inhuman if his powers are shut down.
Perks: Follower servant (3 points), Fringe benefits: Ph.D, passport (2 points), money: wealthy but not compared to older brother (10 points).
Comment: This is the "good" wealthy playboy who actually finished college and got a job. "Filthy rich" and with lots of billionaire playboy skills at high levels would be the other, older brother.
Talents: None.
Comments: none.

Yeah, I think so. We've been together over 10 years...so she gets my hobby (one of the reasons I married her ;) ). For the next week or two, I may be a little light on posting (visiting the folks and all that), but I think I should be able to keep up. Besides, I don't have an annoying r/l gaming group to get in my way any more. :p
Don't forget characters are due by Midnight tomorrow, CST. I'm not going to close the game, but may not add anyone until the first storyline is done.
I'm going to try to get the Hero Central campaign area up over the weekend. I'll post a link when I get done.

Hunted: enemies of all previous Doctor Ones, as powerful, some hunters have extensive non-combat influence (through dreams, magic, altered personal histories and timelines), frequently 11-, +20 points
Reputation: frequently 11-, known to only a limited group - all those aware of Earth and inter-dimensional activities, reputation is that all Doctor One's have similar abilities and duties, +5 points

The other hundred is going to come in Vulnerabilities, Susceptibilities and Psychological Limitations - 50 points each.
Afterthought: August's background has him going wild for two years before Professor Arne Saknessuen went missing and August de Bars "activated" as Doctor One. I can't think of anybody for August to have travelled with who would be as appropriate and able to teach him as much as Julius. Hey-hey-hey, little brother finally woke up to the world of *FUN*! But now he's run out of pizzazz and retired to Vibora Bay to be dull again. Julius will feel quite entitled to drop in any time and share whatever problems he may have gotten into. "Haven't we climbed mountains together?" (Yes they have.) "Looked out for each other in wild places?" (Yes they have.) "Right then ... !"

I got my Hero Designer at long last (after months), and I'm merrily building a Hero Designer file for Doctor One, learning the software and my character at the same time. So it's all coming good now.
