Slightly unsatisfied by the rather variable way CU Hunted are rated in canon books, I’ve done myself a little (very tentative) reference guide, for the main master villains, villainous and law enforcement organizations of the Champions Universe:

The table gives a quick reference about whether a given individual or organization (master villains, villainous and law enforcement organizations) of the Champions Universe are Less Powerful (LP), As Powerful (AP) or More Powerful (MP) Hunted than a typical PC (or NPC) of various power levels: Standard (350 pts.), Very Powerful (600 pts.), Cosmic (800 pts.) and Cosmic-Plus (1000 pts). It also indicates if they have Non-Combat Influence (NCI).

Sorry I should have added a bit of explanation. I rushed to post it after finishing and before being overwhelmed by sleep ;) I'll make the proper edits.

Anyway, the table as it stands is a rather tentative systematization, quite open and welcoming for integrations and suggestions for changes from more expereinced Herophiles :)
