MPAs and Martial Disarm

For purposes of MPAs, is a Martial Disarm or Takeaway considered to target the weapon (in which case it can't be combined with attacks on the wielder) or the wielder?

The rules specifically reference using Martial Disarm in a multiple-power attack, so the latter.
