1. I create a VPP and give it cosmic.
2. I add two END-using powers (Force Field and RKA, for example).
3. I add a third example power with Armor - Costs END to Start.
4. I edit the VPP and try to add Reduced END (Half END). It tells me it can't have Reduced END on a power with Costs END -- this is by the book.
5. I remove the Armor example power.
6. I try to add Reduced END to the VPP, and I get the same message as if the Armor power was still there.
