Question about HD calculations for Dan

Okay simple question.

I buy an Elemental Contol with the limitation of Concentration 1/2 DCV for -1/4 on the EC base. This means each power in the EC has that limitation.

Then on a power #1 iniside the EC I buy 0 DCV for -1/2.
According to HERO that means power #1 has -1/2 limitations.

Does HD calculate that as -1/2 or -3/4?
Basically can I just put 0 DCV on the second power and trust HD to calculate it correctly or do I need to do a custom modifier?

Any mods placed on a list (an EC is a list) will be applied to all list items <b>unless</b> the list item purchases the same mod, in which case, the list item's mod will be used instead. Exceptions to this are Custom Mods (both are applied) and some funky rules issues with Charges and the like.
