From the Faq:
Q: Can a Drain BODY affect only living targets, or both living and unliving/inanimate ones?
A: Typically a Drain can affect anything that has the Characteristic/Power the Drain targets, but the final decision is up to the GM based on special effects, common sense, dramatic sense, game balance, and similar consideration.
At what point should Drain not effecting unliving/inanimate targets be considered a part of the SFX and at what point should it be considered worth a limitation?
I ask because I have a player building a Drain based power right now, and we are debating how it should be handled (I think this is my first Drain in a PC's hands). I know a lot of this is GM's Fiat, but what would you consider to be a general call? I'm erring towards it not being a limitation, but can see the arguments either way.
