I'm working on a character that grants negative levels ... is this in HD, or should I use a custom power?

Did you actually try it before asking?

Just assign a negative value to either Combat Skill Levels, Penalty Skill Levels, or Skill Levels.

Actually I did ...I couldn't find it
What I'm looking for is something that displays like this:
-5 DVC (25pts) without a -25 ... Is this in HD, or is should I use Custom power? :)

Combat Skill Levels, set the level to -5. This yields:
Cost Text
-25 -5 with DCV

Yup ... but there are optional rules to bestow another with negative levels ... thereby costing points instead of giving points for a negative level :) ie: -5 OCV costs 25 pts ... but the -5 is applied to another character ... Is there any way to replicate this?

I believe you'll need to use Custom Skill or Custom Power as appropriate (most likely the latter).

Definitely the latter. As written up on pg. 36: "This 'Power' is No Range, Constant, and costs END"

Using Custom Power, you can set the parameters accordingly and get what you're looking for.

Kool; I ran into this problem last week trying to duplicate 'Enervation'; glad to know the score.
