I'm trying to figure out how to set up a Heroic level game (specifically, Fantasy HERO), but with variable Normal Characteristic Maxima based on race (for example, if your race has DEX +3, you start at a 13 and can go to 23 without having to pay double. I've been tinkering and can't find it ... is there a way to apply this kind of racial template to a character in HD2, and if not, can someone help me finesse it?

Since you are dealing with your own, custom rules to do that (outside of the Hero System ruleset), you will need to create custom templates. One for each race. The custom template will need to define the NCM section and the Characteristics section (setting the base value for the Characteristics so that the characters won't have to pay for the 13 DEX, for example).

Thats pretty much what I did. I have a template called dwarf that has the base stats/abilities for a dwarf. Did the same for elf, etc. Its actually a LOT easier to do it this way than any other. I've even gone ahead and added any kind of cultural packages to the template. I mean ALL of them Hill, Mountain etc. Then depending on which culture you choose you delete the rest.
