hiya Steve, a HD-related question for you:

When you build a Minor Side Effect that always occurs when power is used and always makes a fixed detrimental effect or amount of damage (e.g. an Aid that causes the character to become Enraged, an Attack Power that causes STUN loss, or an Armor that causes penalties to DCV and DEX rolls), is the value of the limitation -1/4, or +0 ? Since logic would suggest me that the x2 increment for always occuring and the +1/4 reduction for fixed effect should cancel each other out, leaving a -1/4 final value, but HD gives a +0.

It would seem unfair to me that you always have to raise the magnitude of a fixed Side Effect to Major in order to make it meaningful, points-wise.

Before raising the issue with Simon, I wished to know if you indeed wished it so, or it is a fluke in the way HD handles the Limitation, which I can ask him to fix.
