Why can't I add a Modifier to CSL in HD?

Is the CSL you've purchased a 5-point (or higher) one?
Only CSLs which cost 5 points (or more) can have Limitations.
HD will enforce this, and not allow you to apply Limitations on a CSL that costs less than 5 points.
