A silly question, which I probably already know the answer to, but just to be sure: in a Heroic level game, do vehicles have normal characteristic maxima? Is there a point where vehicles need to pay double for their stats?

Vehicles aren't subject to Normal Characteristic Maxima. Of course, the GM can change this for his campaign if he feels the standard rule causes game balance problems.
