need to add to the various sense groups lists: Targeting sense groups of each type.
For example.. If you buy invisiblity the first sense group is charged at the Targeting group range (20 points) but all Additional groups are charged at the non-targeting group cost (5 points)... should have the option to add Targeting groups which cost 10 points each
Flash listed as 3 points per level but that's the non targetting group price (should be 5 points) Additional groups are +10 for targeting or +5 for non targeting.
All of this becomes very important when someone around you has Smell as a targeting sense.

Errr...when you buy Invisibility, the "Additional Sense Group" adder has a drop down list. Click it and select the sense group that you want to purchase. The price of the Adder is set accordingly (5 points for non-targeting, 10 points for targeting).

I think your missing my point... I see on that list the following groups: Hearing, Mental, Radio, Sight, Smell/Taste, Touch, Unusual
Only Sight Group is 10 pts, the rest are 5. The problem is I have a party member that has Smell purchased as a targetting sense (which means with our GM, an NPC will have it too at some point). I would not be invisible to him if I purchased this for 5 points. I'd have to pay 10 points to be invisible to him.

Just purchase the Sight Group again and edit it to say "Smell/Taste". I believe this approach is covered in the documenation.

That is incorrect.
It does not matter if someone purchases Smell as Targetting. That does not affect the cost of your Power. The "Targeting" vs. "Non-Targeting" cost is determined solely by what senses are <b>by default</b> targeting in your campaign. By default, only the Sight Group is Targeting, so only it gets charged the 10 point premium. All other Groups are considered "Non-Targeting" <i>in terms of the purchase price for Invisibility</i>.
This is just the way the rules work.

Makes sense to me, hopefully my GM will see it that way (less points is better :-)
