That wouldn't be a Disadvantage; it'd be a Limitation.

Levitation (vertical only, IOW) is a -1/2 Limitation; I used that at least once in The UNTIL Superpowers Database (which is where I first mentioned it in print). In The Ultimate Vehicle, Must Remain Within 4" Of A Surface is a -1/2 Limitation, so you can probably stick with that same value for 6".
