-30 INT and EGO

What would happen if a character reduced an enemy's INT and EGO (i.e. via Drain or Transfer) both to -30? Would the target be unable to do anything at all short of being Mind Controlled to do it?

Apply the more general negative INT result, which “trumps” the more specific negative EGO result. Even Mind Control can’t override the -30 INT rule; the character lacks the capacity to understand orders given him by any means. You could physically force him to do something (e.g., “puppeteer” him with STR or Telekinesis), but any orders given to him fall on uncomprehending ears.
