Steve, I've come to terms with the fact that I can't track velocity perfectly all the time. I still have one small question, though.

According to the rules, not only does the velocity of the attacker performing a Move Through add to the damage done by the Move Through, but the relative velocity of the target also can add or subtract to this extra damage (depending upon the target's velocity, of course).

So... how do I determine the velocity of a target who gets Moved Through in a Segment in which that target has no Phase? Is he considered to be moving at 0" during a segment in which he has no phase? Also, even if the target DID move in the same Segment as the one in which an attacker performs a Move Through, how am I supposed to know to keep track of the target's velocity, if a character pulls a Move Through on him after he moves?

You don't keep track of it -- don't overthink things too much. ;) For rules purposes, a character who doesn't have a Phase in a Segment isn't considered to be "moving" in that Segment, even if he's, for example, in mid-flight. Relative velocity only comes into play if the target is moving when hit. The GM may expand this to "moved at any time during that Segment" if he thinks that's appropriate, though that may be more trouble than it’s worth and not jibe well with the rules on Actions.
