Position Shift on Leaping Followup

Wouldnt Position Shift on Leaping allow a character to use Leaping while prone to get back to thier feet (or leap while prone) just like someone with Teleport or Flight could using the Adder?

Leaping is not an "unusual" form of movement, so the Adder wouldn't apply. If you want a character to get up from being prone as a Zero-Phase Action in the manner you're describing, use Breakfall.
