I've been thinking about how to build a spell called "Dread Word", it's primarily a RKA w. incantations. However, I'd also like to make using it an automatic presence attack. A quick check indicated that a presence attack is a zero phase action. Does that make this a special effect, not costing any points?

A Presence Attack is not a Zero Phase Action. It's an Action that takes no time, meaning it can be done whenever -- after a character makes an attack, in Segments when he doesn't have a Phase, whenever. If you want a character to have an "automatic" Presence Attack whenever he uses a given attack, just make sure you always tell the GM you're making a Presence Attack when you use that attack. ;)
