Stun Only HTH attacks

According to the FAQ/5ER, a HA that is NND must have the Does Body advantage. Is it legal to buy a HA or HKA that is Stun Only (-0) or is that limitation restricted to EBs/RKAs?

I'm thinking of something like a sap, which is powered by muscle strength but which spreads its damage over a broad area such that it's unlikely to break bones or otherwise do penetrating trauma. (I could take reduced penetration instead, but supposing I don't want the attack to do KB either...)

While there are clearly situations where the Limitation on an HA doesn’t also have to apply to the underlying STR damage it’s added to, STUN Only is a trickier proposition because it affects how the damage applies. The GM would have to approve having it apply to an HA, and if applied would not affect the STR damage used.
