I should not even wast everyones time with this but it caused such a stir at my last gaming session:
GM Mathmajor builds a 97 active cost power with 5.25 points of limitations. 97/(1+5.25)=15.52 real cost GM rounds to 16 since it's greater than .5
Player Liberalarts builds same power with HD and gets a real cost of 15.
An hour of massive whinning insues... :)
Now other than the GM is always right wich one is correct?

I don't have HD, yet, so I probably am not the one to answer this, however.... I think it depends. If you find that HD also errs the other way to balance out, I wouldn't worry too much about it. If not... then I'd go with the GM being right, HD slipped one, etc. However, maybe a compromise. The player might not mind starting out 1 exp in the hole so to speak. The first exp point they get, goes to that.
Just my thought on it.

Hermit - I'm curios why the program rounded down. Must be using standard rounding rules. Design bug? Funny it wasn't caught now.

The program rounds down because Hero Math™ is a bit odd. Specifically, according to the rules, you only look at one decimal point.
You don't <b>round</b> to one decimal point, you just don't look past it.
So what you have is 15.5 -- .5 rounds in the player's favor, so this rounds to 15 points.
This would be the case even if it were 15.599999999999.
