I know that Dispel is commonly used for "destroy a gadget" type effects.
Would Suppress, given a high enough result on the dice, be considered to merely deactivate a gadget?

As along as an appropriate Suppress were maintained, it could be defined as "deactivating" a gadget. Once the Suppress effect ended, the gadget would turn back on. The GM could rule that a character would have to take some specific action to turn it back on, but under the rules of Suppress as written it would technically resume being "on" on its own.
