Multipower Confusion

IF I put a limitation on a Multipower reserve do I still need to take it for each slot or is it assumed that they have it as well?

If a pay for 2XKB on the reserve will all attack powers have it as well?

1. That depends on whether you intend it to apply to all the slots (which is normally the case), or just to the reserve (unusual, but possible, as in the case of Extra Time only to switch slots). See 5E 207 and the Rules FAQ.
