Does anyone know of a place to find basic superhero art that can be used to draw our own characters? I basically need a proportional outline and limbs of a "fit guy" and a brick.

In the Free Stuff section, under Character Sheets & Hex Maps, check out the Character Portraits and 1982 Portraits files. Also, if you're willing to spend a little money for an extensive and more detailed collection of such templates, check out the Online Store, under Ebooks and Docs, and look for the Superhero Character Template Collection. :)

http://www.egms.org/files.html has some 'character silhouetes' I find useful.

If you want to see that Batman:tAS sort of work, some of Acroyear's (and others) threads were a great creative proccess.
