To deflect an attack with Missile Deflection the character pits his OCV verses the attacker's OCV. Do any range penalties that are applied to the attack reduce the OCV that must be deflected?

Example: Alpha fires an EB at Beta. Alpha has an OCV of 10 with his attack but due to range penalties his effective OCV is reduced to 6. Beta has an OCV of 8 with his Missile Deflection. So is Beta deflecting an OCV 10 or an OCV of 6?

You use the OCV the attacker uses to make his Attack Roll. If it’s modified by the Range Modifier, the application of Combat Skill Levels, or anything else, that has to be taken into account when calculating the attacker’s OCV, and thus may make the Deflecting character’s roll easier or harder.
