Aren't there situations where a "Actions" can be a proper defense?

The standard example is:
Sonic Attack, NND (Defense is Unable to Hear or Covering Ears with hands).

Is the covering ears with hands now invalid?

No, of course not. But that action (a) accompanies other defenses, (b) occurs automatically (it doesn't require a Skill Roll or the like), and (c) pretty much everyone can do it. It's all a matter of common sense and considerations of game balance.
