Making a skill roll is not a valid NND defense, but is having the skill?

I.E. a magic spell that anyone with magical training can dismiss even when asleep- NND vs having the "magic" skill.

That's more likely to be valid, particularly since it's not usually possible at a glance to tell what Skills someone has. But it should probably be a Skill that's open to any character to buy (IOW, one that's not restricted to a small group due to rules, setting guidelines, or typical player character creation practices). Once again, it's a matter of common sense and appreciation for game balance.
