Usable by others @ frameworks

If a person(Lets call him Kiteman) has flight with usable by others, no END and persistant, in a multipower or variable power pool which he then grants to another player(Lets call this one groundboy). If Kiteman switches the flight out will Groundboy loose the ability, or does the effect actually "Give" the player the power? :confused:
