Grab/Choke Hold and Recoveries

Isn't it true that a grabbed/choked (to be clear, still in a grab or chokehold at end of 12) character gets no post-12 recovery?

No, that’s not correct. Characters always get their Post-Segment 12 Recoveries unless they are holding their breath or are deeply unconscious (5ER 424). Being subjected to a Constant attack, a Grab/Choke Hold, or the like doesn’t prevent the Post-Segment 12 Recovery; that’s a different thing from voluntarily holding one’s breath.
