I looked very briefly and didn't see one, but has anyone done a write-up of Vic Mackey from the Shield as a Dark Champions character?

Farmington (or the Farmington District, maybe) is the name of the area he works.
and I'd say after watching this season's premiere that he's officially HUNTED rather than jsut watched by internal affairs!

At least one or two Social Limitation (Harmful Secret) should get tossed into the mix. ;)

You may also want to include a variant for his killing propensity - I don't know if he's a full blown Casual Killer or not. He also has a Code of Conduct that's unique to him, despite that he can't seem to pick a side to be on (other than his own).

What exactly is the difference between a professional skill and a knowledge skill?

A knowledge skill is stuff you know a profesional skill is stuff you know how to do that is not covered by other skills in the game.

So, what if I had a KS: Engineering vs a PS: Engineering?

What is the difference in EFFECT?

I think I know, I just want confirmation.

KS:engineering will allow you to know all sorts of stuff about engineering that isn't necessarily going to allow you to do anything in the field.

Teddy Roosevelt took over the Panama Canal from the French, and helped it to completion as one of the longest man made trenches in the world.

PS: engineering is the actual know how to do something.

Pour that concrete, set your risers, and lay down wiring and we'll have ships moving through here in no time.

This is a good start.

I would add Conversation and Teamwork. Familiarity with Small Vehicles too.
