Sweep with CSLs

While discussing the values of CSLs versus high DEX scores, another participant brought a FAQ exchange where it was said that the 3-pts Combat Skill Level (or the 2-pts one, for that matter) does not apply when making a Sweep manoeuver, even if the said sweep is done with an attack covered by the said CSL.

Is that so? And if it is, is there a good reason not to?
