Am I correct that if a Mentalist has a Mind Scan lock on to a target he cannot use Mind Control on the target unless the Mind Control is bought telepathic?

Yes and no. Mind Control requires that the character have some way to communicate orders to the target. If he can do so telepathically, then he could do that through a Mind Scan lock-on. But depending on the situation, he might also be able to shout the order loud enough for the target to hear, or communicate it to him via radio, hand signals, or some other manner. If he had no way whatsoever to communicate with the target, then Mind Control would be useless.
