Constant, AR, and Extra Time II

Then is it acceptable to rearrange the Limitation, by adding some extra burden, in order to make it back to the value required by the Power Framework ?

E.g. all the other Instant Powers get Extra Time (Full Phase), the Constant Power gets Extra Time (One Turn), or Extra Time (Full Phase, plus Half Phase to maintain)
