Assume 20 str with a 4d6 HA reduced end (no end) and maybe some Marial Arts with DCs.
How much endurance does this attack cost?
2 end (just pay for str) or 0 end (whole attack is free)?

Also.
Does str affect AVLD or NND Hand attacks? Seems overpowered.

Characters have to pay END for the STR they use with HA, even if the HA is 0 END, just like the way that having Increased END Cost on HA doesn't apply to the END from STR. The two are separate.

Yes, STR applies to AVLD/NND HAs. For Martial Arts NNDs, note the rule under “NND Dmg” on UMA 95.
