Muscle-Powered Ranged Weapons Clarification

Muscle-Powered Ranged Weapons have Charges. Powers with Charges don't cost END to use.
This answer surprised me, so to clarify:

Does STR Minimum and or using STR to add DCs change this? My understanding is that throwing a spear with a 10 STR Minimum costs whatever END it costs me to use 10 STR...(or to use my full STR, if I used it all in order to add DCs or distance to the range).

OK, perhaps I've been unclear while answering bits-and-pieces questions while away from home (and now trying to play catch-up). Nothing in any of my answers changes the standard rules for STR Minimum and END cost, which are stated on 5ER 478. Sorry if my previous answers confused.
