I think it's becoming clearer.

LOS power cannot be used, for example, to attack targets which are invisible to the attacker's targetting sense(s) even if a non-targeting sense role is made. In essence the attacker must be able to "lock on" to the target with a targeting sense.

Is my interpretation correct?

LOS imposes the standard LOS range rules on the power. As a default, this means if the attacker can't perceive the target with a Targeting Sense (which would include the target hiding behind an opaque object, the target being Invisible, or the attacker being affected by Flash or Darkness), then the power won't work. If the GM uses some of the optional rules described in the book, that strict interpretation of LOS might vary in some circumstances.
