HD v2 Help: Computer Programs

I'm having a little trouble...
I've been writing up the Urban Base Computer from Champions and found myself stuck when I tried to enter the "programs" (e.g. 'Monitor Camera System, Report Anomalies')

Is there an easy way to do this, or will I be stuck with "custom power/skill"?
Is this some kind of bug, or perhaps an oversight?

Assuming that you're using the Computer template, then Program is listed on the Talents tab.

Yup, I was using the Computer Template.... and...under....Talents.....
