Background Skills

Hi

I am relatively new to Hero system, having played it many years ago, but come back to gaming with some friends ( who use the system)

I made several characters without ever looking at what KS, PS & SS skills where linked to what charactersitics. TO my suprise by default they are not;
The background skills are 11-

So a person with a 20 INt has the same basic roll as someone who has a 6 INt (all other things being equal and they both spent 2 points for the skill). Im sure you can rationalize this in some way but it makes no sense what so ever.

SO my question is why are the background skills not linked to INT as they should be?

I'm sorry, but I don't answer game/design philosophy questions.

However, I will point out that you seem to be overlooking something: KSs, PSs, and SSs have a base 11- for 2 Character Points. If you want to link them to a Characteristic (typically INT), you can do so by paying 3 Character Points for them instead. The description of each Skill discusses this.
