In WotC's Book of Vile Darkness, there is a spell (I forget the name) that does crazy amounts of damage to the target's #1 loved one.
How would we mimic that in HERO?

OHHH....I thought you were talking about an attack that only effects people with medical condition...I think this would be wicked expensive Telepathy plus mind scan plus ego attack:does body....Yikes!

Hmm, seems to me the spell would have three parts.
#1> Determine victim's #1 loved one
#2> Find individual determined in #1
#3> Do a LOT of damage to that person, despite things that would ordinarily prevent it (range, LOS, obstacles, etc.).
#1 is probably telepathy. #2 is almost certainly Mind Scan.
#3 would probably need to be a Killing Attack, Based on Ego Combat Value, Does Body. Depending on how the GM feels about BoECV, there might be other required advantages. The number of dice in the killing attack should be no less than 3 and probably closer to 4 or 5 -- with at least +2 in advantages and likely closer to +3. You might be able to reduce it to 2d6 RKA with substantial Autofire pluses, though that starts slipping into the "high advantages, low base" issue.
Bottom line? Without Autofire #3 is going to be a 180-240 active point power, by itself.

Or you could be truly evil...
Build it as a Damage Shield with usable by others and a trigger.
For truer evil add variable special effect to mimic the hero's power.

I LOVE that idea.
Make it Usable as an Attack and give it fully Invisible Power Effects.
"Hi honey, I'm home!"
"How was your day?" [Kiss - BOOM!]
