I understand that characteristics which are bought at powers and are placed in an Elemental Control framework are not supposed to affect figured characteristics. We are ignoring that rule, however. How do I modify Hero Designer to reflect this?
Whenenever a "Characteristic" power is moved into an Elemental Control framework, the "No Figured Characteristics" modifier is automatically selected and cannot be deselected. This doesn't allow a GM to use house rules like many other powers. What do I need to modify to allow the "No Figured Characteristics" moddifier to be de-selected? Thanks in advance!

There's only one way that you'll be able to do it: remove No Figured Characteristics from your template. Beyond that, it is a 'hard and fast' rule that will always be applied.

We've allowed that rule to be bent in the past, and I'd really like to have the option to turn the NFC Limitation off at my discretion. Sometimes there is a legitimate reason, and personally I think that should be left to the individual GM.

I'll look into the possibility of changing how things like that function in v2, but for now, the primary purpose of HD is to be a chargen for the Hero System and there are certain rules that are "hard coded" in and cannot be changed. This is one of them (ok...it can be changed, but it will take a bit of effort).
As an alternative, you can always have the players use a Custom Power to purchase the Characteristics.....not terribly elegant, but it will get you what you need for now.

True.
As I said elsewhere, don't think I hate HD. I'm just trying to give some feedback.

Workaround: Use a Custom Power to buy your Characteristics. Outside of the EC, buy your Characteristics as Powers. Include a Custom Adder with a negative point value equal to the base cost of the Characteristic.
