Sorry if this has already been mentioned, but...

I'm refering to the 'Denial of Service' attack (is that the correct term?) that you suffered that caused you to change the website.

If you did track down the culprit, what action was taken?

While I agree with you in spirit, one of the core prinicpals of this country is a prohibition on Cruel and Unusual punishment.
